Description of service(s) 9-1-1 emergency text messaging service for the deaf community, those who are hearing impaired or speech impaired 
* In an emergency situation, the deaf or hearing impaired person or a speech impairment dials 9-1-1 from his / her cell phone 
* The 9-1-1 operator receives a message telling him to communicate by text message and initiates a text session with the person in response to the emergency 
* The user must have registered for the service prior to using it
